RTOs have multiple duties following registration, which include annual declarations, AVETMISS compliance, and marketing compliance. Among these tasks, validating assessments frequently stands out. While we've discussed validation in multiple publications, a review of the basics is necessary. ASQA (Australian Skills Quality Authority) describes validation of assessments as quality assurance of the assessment process.

Principally, assessment review is aimed at identifying which parts of an RTO's assessment process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations require two forms of validation. The primary type of assessment review checks conformity with the training package assessment requirements within your organisation's scope. The other type verifies that assessments adhere to the Principles of Assessment and rules of evidence. This indicates that we perform validation in both pre- and post-assessment stages. This article will focus on the first type—validation of assessment tools.

Understanding Assessment Validation Types

- Assessment Tool Validation: Often termed pre-assessment validation or verification, deals with the primary part of the regulation, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Pertains to the implementation, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

Conducting Validation of Assessment Tools

When to Conduct Assessment Tool Validation

The goal of validating assessment tools is to verify that all aspects, performance criteria, and evidence of performance and knowledge are included by your assessment methods. Therefore, whenever you purchase new educational resources, you must carry out validation of assessment tools before allowing students to use them. There's no need to wait for your next five-year validation cycle. Check new materials as soon as possible to verify they are fit for student use.

Nevertheless, this isn't the only occasion to perform this type of validation. Do validation of assessment tools also when you:

- Modify your resources
- Add new qualifications to scope
- Review your course against training product updates
- Flag your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Selecting Training Products for Validation

Bear in mind that this validation guarantees adherence of all training materials before use. All RTOs must validate materials for each unit.

Necessary Resources for Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your learning resources:

- Mapping Tool: The first document to review. It shows which assessment tasks meet subject requirements, assisting in faster validation.
- Student Workbook: Ensure it is suitable as an assessment resource during validation. Check if instructions are clear and response areas are sufficient. This is a common issue.
- Marking Guide: Also ensure if instructions for assessors are sufficient and if clear benchmarks for each assessment item are provided. Clear benchmarks are crucial for reliable evaluation results.
- Supplementary Resources: These may include evaluation checklists, evaluation registers, and evaluation templates created separately from the learner workbook and marking guide. Validate these to ensure they match the evaluation task and meet course unit requirements.

Panel for Validation

Clause 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and evaluators to participate, sometimes including industry experts.

Collectively, your assessment validation panel must have:

- Workplace Competencies and Current Professional Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Teaching and Learning.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Assessment Principles

- Impartiality: Does the assessment process offer equal opportunity and access to everyone?
- Versatility: Is the assessment adaptable to different needs and preferences of candidates?
- Relevance: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Consistency: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Validity: Is the evidence relevant to the skills, knowledge, and attributes described in the unit of competency?
- Completeness: Is the evidence sufficient to cover all the required skills and knowledge?
- Originality: Does the evidence confirm the originality of the candidate's work?
- Relevance: Does the evidence reflect current skills and knowledge?

Key Considerations for Assessment Validation

Pay attention to the tasks in the unit criteria and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Baby and Toddler Care, one performance evidence requirement asks students to:

- Change nappies
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development

Frequent Errors

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Mind the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers requires the students to complete the tasks at least once on two different babies under 12 months of more info age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each evaluation task must address all requirements, or the student is not yet competent, and the assessment tool is out of compliance.

Provide Specific Details

Each assessment task must have clear and specific reference answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your guidelines do not confuse students or trainers.

Steer Clear of Double-Barrelled Questions

Avoiding double-barrelled questions makes it more straightforward for students to respond and for assessors to accurately evaluate student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Do resource developers offer guarantees for audits?” However, with these guarantees, you must wait for an audit before they assist with noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the Principles of Assessment and evidence rules, you can ensure that your assessment methods are reliable with the standards established by ASQA and the SRTOs 2015.
